Rules are rules
To the Journal editor:
This is a comment about raising the speed limits on some roads. The reason for doing it (85 percentile rule) is what is confusing to me.
The idea is that 85 percent of the drivers are not going 55 so lets change the law. That means over 85 percent are breaking the law and infers the ones that aren’t are a hindrance to traffic.
Does that mean if I get stopped for going 70 mph in 55 zone, I can just tell the policeman. “Oh, I am just following the 85 percentile rule?”
